The City of Peoria is transforming the 83rd Avenue corridor into a pedestrian friendly regional destination. Peoria Eighty Three, known as P83, serves as a gateway to the City and to numerous entertainment and dining venues. Pedestrian connectivity and safety between a spring training baseball facility east of 83rd Avenue and dining and entertainment venues west of 83rd Avenue would be enhanced through the construction of this project.

The project comprised of designing of a 2-stage High-intensity Activated CrosswalK (HAWK) across 83rd Avenue between Stadium Way and Mariners Way, sidewalk improvements, and aesthetic design elements that tie into the P83 Entertainment District theme. The TRACE team completed topographic survey, utility coordination, final construction documents, roadway and pedestrian enhancement design, landscape design, signing and striping plans, and the incorporation of artistic elements including an enhanced HAWK crossing per P83 Entertainment District theming.

Our clients often request our traffic expertise to assist them in providing parking and queuing analysis. Sometimes it is to identify an optimal parking layout for their employees or patrons, whereas other times, it is to mitigate high peak congestion periods where parking lot circulation is difficult. Our goal is to carefully listen to our clients’ needs and develop creative alternatives to resolve their issues.

Recently TRACE has provided several parking and queuing analyses for our clients. These include event centers where circulation plans for churches, schools, and sporting complexes are determined to provide a more efficient traffic flow for both on-site and off-site vehicle travel as well as pedestrian circulation. The goal of these projects is to balance additional discharge points to better distribute the on-site traffic, while protecting the nearby neighborhoods against traffic infiltration. Our team also works with land planners and architects during the site planning stage to ensure parking areas are adequately sized to meet city code and are optimized for shared uses. This type of evaluation is provided through both a spatial and temporal analysis of land use needs.

TRACE provided master planning for this 8,800 acre development in Buckeye, Arizona. Our services included an in-depth evaluation of all projected land uses and the proposed road network. For analysis purposes, the project was divided into small planning units. Next, the roadway network that supports external traffic and traffic circulation between these planning units was analyzed. Intersection level of service analysis for each intersection was then completed. Based on this analysis, street sizing, access planning, transit accommodation, and bike routes were developed. TRACE performs annual updates to this master planning document in order to keep it current with ongoing planning and development efforts.

Northbound left turn movements at 83rd Avenue and Bell Road exceeded storage capacity resulting in long vehicle queues. Additionally, a study of the corridor (by others) indicated that rear end collisions were a concern. The project comprised of capacity improvements along 83rd Avenue including the installation of northbound right turn lanes along 83rd Avenue, median modifications to increase northbound dual-left-turn storage, and local drainage improvements.

The TRACE team provided a design that increased storage capacity in the left turn lanes by modifying the raised median and providing a drop left turn lane. A right turn lane was added to allow safer right turns, while simultaneously minimizing curb cuts at a second right turn lane due to the new pavement marking layout and median improvements. Traffic patterns during construction were also improved by minimizing trench cuts for a storm drain pipe connection.

Services provided by the team included topographic survey, utility coordination, final construction documents, roadway and pedestrian enhancements design, drainage analysis and design, landscape design, and incorporating artistic elements per P83 Entertainment District theming.

This project comprised of designing a new two-lane roadway from SR-79 to Sandman Road, approximately 6.5 miles, to provide access to a proposed landfill site. This project involved the evaluation of using different side slope grades and barrier protection to reduce construction cost. Grades near the landfill were particularly steep and were lessened to comply with jurisdictional requirements and to address concern of heavy vehicles driving on steep grades and their impact to other road users. The improvements also included four drainage crossings and intersection improvements at the SR-79 / Cottonwood Canyon Road intersection.

TRACE provided engineering design and topographic survey services for the reconstruction of West Hold Bay Phase 2. PHX is served by three runways and a network of parallel and connecting taxiways which facilitate ground movement of aircraft. As heavy arriving aircraft traffic during peak periods used up available terminal gate capacity, there was an increasing need to have additional holding spaces for aircraft until gates became available. The construction of this project provided capacity for four Airplane Design Group (ADG) IV aircraft holding locations, and also accommodated five ADG IV Remain Over-Night (RON) parking positions.

The design was completed on a fast-track 60-day schedule including surveying, geotechnical investigations, and final construction documents. Our team’s design services included demolition of existing pavements, grading and geometric design of new P-501 portland cement concrete pavement and P-401 asphaltic concrete pavement, drainage improvements, hydraulic analysis and design of new storm drains and area inlets, utility coordination, conflict resolution and relocation design, blast fence construction, and area lighting improvements.

Many infield areas located in the north and south airfields of PHX are unpaved. The infields have loose dirt and impediments that are subject to erosion and displacement from jet blast occurring during airport operations. Additionally, several infield area grades are not compliant with current advisory circular criteria. Many utility vaults and structures require vertical adjustment to be consistent with final grades.

TRACE is currently providing design services for Taxiway A, E and F infield areas, which are within the Runway Safety Areas for Runways 7L/25R and 8/26. The goal of this project is mitigate FOD generation, provide better drainage and upgrade several utility access points to facilitate maintenance. The project includes construction of approximately 570,000 SY of new Asphalt Concrete pavement, drainage improvements including new storm drains and catch basins, upgrading infrastructure of electrical and communication vaults, environmental monitoring wells, sanitary sewer manholes, replacement of taxiway edge lights.

TRACE provided engineering design and topographic survey services for the construction of two new acute angle taxiway connectors: A6 and A8. DVT is one of the nation’s busiest general aviation airports and is a reliever for Phoenix Sky Harbor International Airport. The goal of this project was the addition of acute angle taxiway connectors, which would reduce runway occupancy time, thereby increasing airport operations efficiency.

The project design incorporated new taxiway fillet design per FAA Advisory Circular 150-5300/13A, Change 1. Taxiways A6 and A8 were constructed with flexible pavement consisting of P-401 asphaltic concrete and a P-209 crushed aggregate base course on a P-155 lime treated subgrade. Additional construction items included new electrical hand holes to route the runway homerun circuit, taxiway edge lighting, runway guard lights, and pavement markings. The project was funded and approved by the FAA and ADOT.
